Guest managment sop’s and crowd managment plan

I would like to write technical proposal of crowd managment plan and guests managment service of event.
The plan is to receive guests from airport and accommodate them in one of the hotel . Also take them from hotel to venue.
We also will take of crowd managment of the event and hence. We need a general plan regardless the floor plan.. just we need to submit general plan
