Establishing HSEMS within office workplace

I am looking to hire someone to create a PPT slides on the following topic.
presenting the requirement and timeline of establishing HSEMS within an office based organization that does not have any safety standards in place.
the aim of the slides to basically pitch the importance of HSEMS, why its important what value it brings to the organization (Mentioning the key elements, policy, planning, implemntation and performance evaluation) how each part can be introduced, Key risks within office based organization, and explanation on Risk Management process, to obtain approval to proceed with implementation of the HSEMS.
Ideally include federal and governmental laws within Abu Dhabi on HSE and international standards to comply with.
introducing system and programs on how to effectively monitor HSE performance across the organization.
Note the organization does not have site, it is a single building so mainly focusing on office based elements.
Looking for around 6-10 slides ... must look professional and have more info graphics than large texts.
while speaking notes attached in the bottom for the presenter to read.
