Orders Web Portal with PWA App Function

I am looking for a skilled developer to create a web portal and PWA app for my business. The main purpose of this project is to take orders.
Key features that I would like to have on the web portal include make orders, view orders' history, and generating invoice.
The portal should be installable as a PWA (progressive web app).
I anticipate that there will be less than 100 users using the web portal and PWA app
