Learning PWA

We need a PWA for a new learning platform. The PWA are to build like the mindmap princip.
The PWA will mainly have to contain film material and possibly individual texts and assignments.
The PWA must be built according to the gamification principle, where the user must complete watching some films and possibly solve some tasks before it gives access to the next level of film.
we are a small start up so we do not have the big financial means to build the PWA.
