A simple telegram bot

I need a bot which would be capable of copying particular text from a telegram bot's messages, operating simple arithmetic operations with them. The bot may be not based on Telegram API, any programming language is suitable. The speed of bot's actions plays a drastic role. I'm ready to answer all your questions.
