Windows Inventory Tracking Program

I'm in need of a Windows-based inventory tracking program. It should be user-friendly, with specific features to streamline our inventory management process.
Key Features:
- Barcode Scanning: The program must support barcode scanning for efficient inventory check out and check in. Also needs to allow for searching based on keywords like bandage 4", caviwipes to find items without a barcode available.
- Multi-User Access: The program should allow multiple users to access the inventory database simultaneously and check items out (never in) while recording user ID# and department needing the inventory.
- Email Reports: Generate and send end-of-day reports using O365 account(s), from two devices used to scan items.
- Easy Database Edits: Ensure the end users at the department level can easily make necessary edits to the inventory database. Dataset is roughly 900 items recording the item name (description), Item Number 7 digits, the cost of the item. Dataset can live in excel or access preferably
