Program to detect playback and stopped stream

Basically, I want a program that can determine whether playback has stopped for streaming services. I run multiple streaming services running songs on my computer on loop, and I want to know whether the playback has stopped (due to Network Error, Login Error, etc) and if it has, it will notify me instantly. Right now, I am not always at my computer so if playback has stopped, I am unable to respond quickly, which causes me to lose streams and money. I want to get notified around 10 seconds after playback has stopped. I have multiple computers doing this though, and I want to get an email of when it has stopped, and on which computer it has stopped on, and on which streaming service specifically.
