Prepare neural network for recognition of insects (cockroaches, spiders, wasps)

I need a programmer who have worked with Neural Networks and video processing.
This programmer should prepare a software package for analysis from video-camera feed to locate insects in video and put a box around the insect.
all interested are welcome to explain the proposed solution.
we are in a search of Solutions for automated video tracking of insects in a high-throughput real-time video.
1 you will receive a feed from camera,
2 analyse the feed,
3 discover position of the insect
4 draw a red square rectangle/circle/shape around the insect. encirclement
4a this insect needs to be tracked in a video as long as it is in the video.
4b so the encirclement of insect should persist as long as it is in video.
5 center/position of the encirclement square of the insect, should be provided as output.
6 the coordinates of the encirclement should be given in relation to the video view.
7 the update of the encirclement coordinates should be very frequent, preferably once a frame before next frame arrives.
you can make it in Python or C++ or C# with publicly available libraries.
