Customizable Desktop application for windows

I want to create a fully editable windows application that will work as a menu. It will have be able to have a background image that can change if needed, a 5-6 button menu , with each button to have an icon and a description, each menu will have a submenu of some icons. Each button will open a certain program on the computer. The application should be responsive to different screen resolutions, and all the contents should be editable. i.e. Background image, button icons, menus, button names etc.
