Aplikacja do wysyłania formularzy na WWW (Dwa jezyki opisu - Two language descriptions)

Czy da się stworzyć aplikację i w jakiej cenie która będzie automatycznie przeglądać określoną stronę www (lista/baza stron mogę znajdować sie w jakiejś bazie), następnie odnajdzie na tej stronie formularz i wypełni go oraz wyśle wg określonej treści?
Schemat działania byłby taki:
1. Pobierz adres www z bazy, list np. csv lub google sheet
2. Wejdź na dany adres
3. Przeszukaj stronę
4. Znajdź formularz kontaktowy
5. Wypełnij formularz, wyślij wiadomość (dobrze będzie poradzi sobie jeżeli są zabezpieczenia na stronie np. recaptcha)
6. Jeżeli nie da się wysłać formularza zwróć informacje do bazy np. oznacz adres mailowy jakimś znakiem. Jeżeli byłaby to baza w google sheets to można oznaczyć statusami (do wysłania, wysłane, brak możliwości wysłania) ale nie musi to być google sheets
7. Rozpocznij dalszą pracę z kolejnym adresem www
8. Ważne abym mógł ustawiać częstotliwość wysyłek np. obsłuż 50 stron dziennie, obsłuż 300 stron dziennie. Nie chce wysłać 50000 w jeden dzień :)
Ponoć to warto oprzeć o ale nie jest to dla mnie ważne jak to zostanie zronbione aby działało i żeby jakieś problemy nie pojawiły się przy dużej ilości wysyłek.

BeautifulSoup – analiza kodu HTML (opcjonalnie)
Google Sheets API lub CSV – przechowywanie adresów stron
Proxy/rotacja User-Agentów – jeśli konieczne
Tych adresów będą tysiące z różnych krajów.

1. Jaki koszt wykonania takiej apliacji
2. Jaki czas realizacji
3. Czy będę mógł tą aplikacje pobrać dla siebie (nie wiem czy to ma być na komputer czy na hosing)

Is it possible to create an application and at what price that will automatically browse a specific website (the list/database of websites can be in some database), then find a form on this page, fill it in and send it according to the specified content?
The scheme of action would be as follows:
1. Download the www address from the database, list, e.g. csv or google sheet
2. Go to the given address
3. Search the page
4. Find the contact form
5. Fill in the form, send a message (it will work well if there are security measures on the page, e.g. recaptcha)
6. If the form cannot be sent, return the information to the database, e.g. mark the email address with some symbol. If it was a database in google sheets, you can mark it with statuses (to be sent, sent, unable to send) but it does not have to be google sheets
7. Start further work with another www address
8. It is important that I can set the frequency of sending, e.g. handle 50 pages per day, handle 300 pages per day. I don't want to send 50,000 in one day :)
I hear it's worth basing on but it's not important to me how it's done to make it work and to avoid problems with a large number of shipments.

3. Will I be able to download this application for myself (I don't know if it's supposed to be for a computer or for hosting)
