Product Manager / Business Analyst to define lower level requirements for a website with minimal oversight

I'm looking for a rock star Product Manager / Business Analyst to define lower requirements for my website. This freelancer has to be extremely self-sufficient and detail oriented with strong insights in customer experience, UX design, and content for US consumers, and ability to QA the existing work and identify bugs. She / he should need minimum amount of time from me to explain the user flows and customer needs. I need someone to be able to independently work and define the details or identify when she / he needs help from other experts (vs. me telling her / him what to do).

The first project is a 3 hour test to log in to the website and catalog as many of the bugs and improvements as you can find for 4 specific features / web pages. The attached excel file can be used to collect this information. Further details will be provided before you start the work. I can answer 3-4 questions before the work.

Prior experience in consumer facing website development (as a Product Manager / Business Analyst) is required. Prior experience in financial services is preferred but not required.

I expect to hire a few people for this specific test project. We can decide how to proceed forward for the later engagement depending on our mutual fit.
