tech pack and design consultancy

I'm looking to hire a freelancer to create a tech pack and design consultancy for my apparel product. I have existing designs and I'm also starting from scratch to create something new. I need the tech pack to be of intermediate level of detail. I'm looking for someone who has expertise in the apparel industry and technical knowledge to come up with a design consultancy. I'm hoping that the freelancer can create a tech pack that includes measurements, material specifications, construction diagrams, etc. so that I can create a product with accuracy and repeatability. This will ultimately help me effectively mass-produce my apparel product.

we are a streetwear brand based in London. We have great ideas and are enthusiastic to get going, however, without prior design experience struggle to get ideas down onto paper.
