Soldering Repair for Electric Lantern

I need assistance to repair an electric lantern. The lantern tipped over, and while the lights still work, the base connection has rusted out and needs to be soldered.

Requirements:
- Repair where the base connects to the lantern
- Must be able to work with possibly rusted metal (painted black)
- Soldering experience is essential
