Internet Connected (IoT) Water Level Sensor

Hello!
We are seeking a water level sensor that sends a binary (0/1) response upon measurement of water level falling below a certain threshold (no more than a foot deep).
This sensor must be able to connect to the internet and send a simple binary response along with an ID of device to a web server over HTTPS.
In other words, the web server sends a request to the device, the device checks if water level is less than predetermined level, and device sends response back to web server.
Shouldn’t be too complicated but we want to contract this out to a contractor who can build a prototype of this device. We will provide web server credentials. Must be able to connect to a local router in the owner of the devices network (for internet connectivity).
Must also be IP68 (waterproof) or similar.
