Innovative Pooper Scooper Design

Hi,
I am in need of an engineer that can finish designing my innovative pooper scooper that catches dog poop instead of picking it up from the ground.
The pooper scooper I have created is electronic, it extends and retracts automatically with the push of a button.
My engineer has designed the product with the handle being 4cm diameter. However we believe this is too thick and want the handle to be 3.5cm diameter. Therefore being able to fit all components (battery and everything else) inside.
Is this something you are able to do?
