Help Manufacture To The Best Quality & Price In Chine - Electronic Equipment

My company already manufactures our telecom products in China, I already have a China based engineer who creates my designs.
What I need is someone who will:
1. Identify suitable manufacturers
2. Work with those manufacturers to get the best price and quality for my product manufacture
3. Continually look to improve the processes and help reduce costs
This is an electronic production management task. You must be familiar with electronics manufacturing, printed circuit boards, mould tools, commercial discussions, product testing and packaging.
