Bag Pattern & Blueprint Design

We are looking for an experienced seamstress and/or handbag designer to create a blueprint pattern file for our bag production line. We are looking to create a bag similar to the below. Is this possible? We have all of the equipment but we have not outsourced digital pattern creation before.
