Winamp sync with midi

I need an MP3 played in the windows music player called winamp, to trigger a midi file that was made specifically for the MP3, and play in sync with that MP3. I have already paid a freelancer to do this and to make a long story short, he failed. I have a copy of the source code. The project was very close to complete but still has a few bugs.
