Long-lasting Lipstick Formulation

I am looking for a cosmetic formulator or chemist to help me develop a high-quality liquid matte lipstick. The goal is to create a product that meets current beauty market standards, both in performance and safety.
#What I’m Looking For:
A professional who can:
Formulate a smooth, long-lasting liquid lipstick with a matte finish
Ensure the formula is comfortable to wear, non-drying, and lightweight
Provide guidance on safe ingredients, ideally clean, vegan, and cruelty-free
Assist in shade development if needed (optional)
Recommend or help source ingredients and small-batch manufacturers (optional but preferred)
Ensure the product complies with cosmetic regulations (FDA, EU, etc.)
#Ideal Characteristics of the Lipstick:
Matte finish (velvety, non-glossy)
Highly pigmented (rich color payoff in one swipe)
Long-wearing (8+ hours)
Smudge-proof & transfer-resistant
Non-drying formula (comfortable wear throughout the day)
Quick-drying, but easy to apply evenly
No cracking or flaking
Pleasant or neutral scent
Skin-safe and tested for stability
#Experience Required:
Background in cosmetic chemistry or cosmetic product development
Experience with lip products, especially liquid lipsticks
Familiarity with private label production is a bonus
