UK Highways Maintenance Tender

I’m preparing to let a highways maintenance contract and need a CIPS-qualified procurement professional who already understands the UK public-sector rules and the specific nuances of the Highways sector. Your task is to build the complete tender pack, ready for immediate publication on Find a Tender / Contracts Finder once I drop in the final project data.

Scope of work
• Draft the full Invitation to Tender, including instructions, evaluation methodology, clauses covering Social Value and Carbon Reduction, and a clear timetable.
• Prepare the selection stage (SQ/PQQ) questions that screen suppliers against the requirements below.
• Produce the contract document itself (NEC4 Term Service or similar, we can confirm together) with all schedules, KPIs and payment mechanisms.
• Supply an evaluation spreadsheet and scoring guide so my team can run the assessment transparently.

Supplier requirements that must be embedded
- Experience with similar projects
- Relevant certifications or qualifications
- Appropriate geographic coverage within our region

Acceptance criteria
The pack must be fully compliant with UK Procurement Regulations, contain no gaps that would trigger a clarification notice, and be delivered in editable Word/Excel formats so I can make final tweaks internally.
