Website Automation for Time Efficiency

I'm looking to automate a few steps.
A FOLDER will sit on users PC desktop and folder will contain many CSV FILES, each with 250 EMAILS per CSV.
1) a link is selected on the website that opens an interface that allows you to click the upload button.
2) One of the CSV files from the folder will be automatically be uploaded.
3) After the upload the user presses SELECT ALL and emails will be sent.
ONCE the emails are sent the page gets refreshed and the process gets repeated over and over until all the csv files in the folder have been uploaded.
I will provide the winning bidder a webinar recording of the few simple steps. The key will be to determine the wait time to refresh and upload again.
