Build N8N automation

I need the support in building a workflow for one of my requirement in n8n
We already have n8n setup. We want to use N8N to:

## Roadmap:
- Open .txt
- Read one row per time
- Catch value on specific position of row
- Save to postgreSQL

Details: the file size is 2gigas and we have 10 milions line
