Adobe InDesign Proposal & Statement of Qualifications (SOQ) Template System for Engineering Firm

Salem Engineering Group, Inc. is seeking an experienced Adobe InDesign designer to create a professional proposal and Statement of Qualifications (SOQ) template system for engineering, environmental, geotechnical, drilling, materials testing, and public agency projects.

This is NOT a request for a single proposal template. We are seeking a complete, reusable proposal system that can be maintained internally by our staff after Adobe InDesign training.

The completed system should allow our staff to quickly create professional proposals by replacing project-specific information, staff resumes, project experience sheets, references, and photographs while maintaining a consistent company brand and appearance.

The selected designer shall create:

• Automatic Table of Contents Template
• Section Divider Pages
• Standard Content Pages
• Staff Resume Templates
• Project Experience Templates
• Organizational Chart Templates
• Appendix Cover Pages
• Fee Proposal Cover Pages
• Landscape Page Templates
• Photo Showcase Pages
• Brand Style Guide

The system must be fully editable and designed for long-term internal use.

DESIGN OBJECTIVES

The final design should be:

• Professional
• Modern
• Clean
• Technical
• Easy to Read
• Appropriate for Government Agencies
• Appropriate for Public Works and Engineering Proposals

The design should not resemble a marketing brochure or sales flyer.

COVER PAGE CONCEPTS

Prior to development of the final template system, the designer shall provide three (3) different cover page concepts for review.

One concept will be selected and used as the basis for the final design.

• Linked Graphics Folder
• Font List
• Brand Style Guide

REQUIRED WITH BID SUBMISSION

To be considered, bidders MUST provide the following with their proposal:

• At least three (3) examples of proposal, SOQ, RFQ, RFP, annual report, or similar multi-page document designs completed by the bidder.
• At least one (1) example related to Engineering, Architecture, Environmental, Construction, Consulting, Government, or Professional Services industries.
• Examples must include both cover pages and interior pages.
• A brief description of the bidder's role in each project.
• Confirmation that the work was created in Adobe InDesign.

Preference will be given to bidders with demonstrated experience creating proposal systems, SOQs, RFQs, RFP responses, and qualification packages for Engineering, Environmental, Architecture, Construction, or Consulting firms.

Bids submitted without relevant work examples may not be considered.

PROJECT GOAL

The final product should provide Salem Engineering Group with a professional, reusable proposal system that can be used for future RFQs, RFPs, SOQs, marketing packages, and qualification statements while maintaining a consistent company brand and appearance.

INTELLECTUAL PROPERTY AND ORIGINAL WORK REQUIREMENTS

All custom layouts, templates, graphics, design elements, and branding materials created specifically for Salem Engineering Group under this project shall become the exclusive property of Salem Engineering Group, Inc. upon final payment.

The final design system shall be created specifically for Salem Engineering Group and shall not be based upon or substantially derived from commercially available proposal templates, stock proposal packages, or previously developed client templates without prior disclosure and written approval from Salem Engineering Group.

Any stock photography, fonts, graphics, icons, or third-party assets requiring separate licensing must be disclosed prior to use. The designer shall identify any third-party assets incorporated into the final design and provide licensing information where applicable.

No AI-generated logos, branding elements, company identity materials, or stock proposal templates shall be used as the primary basis of the final design.

The designer shall not reuse, resell, license, distribute, or repurpose the completed Salem Engineering Group proposal system, templates, layouts, or custom design elements for any other client without written permission from Salem Engineering Group.

The designer shall disclose any use of artificial intelligence tools in the design process. Any AI-generated content used must be fully editable, commercially usable, and approved by Salem Engineering Group prior to inclusion in the final deliverables.


The designer shall provide:

• Native Adobe InDesign (.INDD) files
• IDML files
• Packaged project files
• Linked graphics
• Style libraries
• Font list
• All custom graphic elements created for this project

Upon final payment, Salem Engineering Group shall receive full ownership and unrestricted usage rights to all custom designs, layouts, templates, graphics, and project deliverables created under this agreement.

The final proposal system must be fully editable by Salem Engineering Group staff using Adobe InDesign without requiring assistance from the designer after project completion.
