Upgrade Prestashop from version 1.7.8.11 to 8.2

Hi, we need a freelancer who knows Prestashop and has the ability to work ‘locally’ to solve our problem.
There is no way we can upgrade from version 1.7.8.11 to version 8.2 despite all our server parameters being within specification.
We can provide a full site backup (file+DB) to work locally and solve the problem.
We are not interested in migrating the data to a ‘clean’ version but in updating our version.
Payment for the work and related Milestones will only be made after successful completion.
