PrestaShop Mail Alert Component development / enhancement

We are developing an online PrestaShop for a small non-profit organization. One of the requirements we have is to notify the shop owners when an order is placed. Currently PrestaShop has a simple default Mail Alert module. It sends a message to everyone listed on the notification list. (But it doesn't work properly with multishop enabled. It sends the same notification to all shops.)
This module works reasonably well. However, we have three different groups within the organization that need to be notified when someone orders their products / services. Our customers can make one order that includes products and services from the various groups. What we are looking for is a component that enables sending of notification of product orders to the appropriate person(s). Since our store is organized by categories of products managed by the different groups, "category" could be the variable used to select and send the notifications.
Our PrestaShop version is 1.7.8.0 and our server PHP version is 7.4. This information is important because we have experienced problems with other PrestaShop components that were not updated for these versions.
