Customisation of our prestashop 8 theme with new module

Our company has been active in the field of solar photovoltaics connected to the network for 15 years.
We are currently working on a new version of our website in prestashop 8.
We have a theme that might need a few design changes.
We would also like to have an additional CSS file in which we can make our own changes easily to avoid making mistakes in the original files.
For the homepage we need to be able to create sections with a title, a cover image and a selection of products. It should be integrated within our current theme as smoothly as possible.
Timeframe is as soon as possible.
