Create a Prestashop module

I need to create a prestashop module with the following funtionality:
- Customers have to enter their ID number (DNI in Argentina) on checkout page.
- The prestashop new module, have to check on a database and serch for that ID, if exist, add a new tax to the current cart based on the percent value that the database display.
- The database has colums: ID, Tax Percent.
