Build a Prestashop Extension

Hello, I am looking for someone who can develop a Prestashop Extension for a bulk SMS company.
The extension will be used to send SMS by our clients. The features of the extension will be:
1. OTP for COD Verification
2. Send SMS to all customers or using a certain criteria
3. 2- Factor Authentication
4. OTP Verification on Registration
5. SMS admin on new order and SMS customer when updating Order Status
6. Out of Stock Admin notification
7.Request review after n days of order delivery
8. Notification to user and admin when contact form is submitted
9. Users can subscribe for alerts when a product is back in stock
