Windows dump file upload in powershell

need powershell script that looks for new windows dump file and compresses it and uploads to repository over internet likely a service account and token required). need this to be a silent automated solution that detects when a crash has happened and can commence the upload and pause/resume the upload in case the user shuts down machine during upload. This will reside on every machine in organization
