Replacing one string in a Textfile with Powershell

i need a quick help in changing a string in a textfile which looks like this:
<webPublicBaseUrlForSSP>https://domain1/test</webPublicBaseUrlForSSP>
'https://Domain1' can be various content and it must be always result in 'http://localhost'.
Can someone guide us a quick solution which works immediatly?
