Power Shell Expert - Expert in script writing in Authentication Processes / Identity Provider processes mostly based on SAML 2.0 and OAuth

Hello, I am looking for an expert in PowerShell scripting in Identity Authentication processes / systems. Focus is SAML 2.0 and OAuth. Scripts to enable Authentication of Users via Identity Providers communicating in SAML 2.0 to Application / Systems based on other Auth than SAML 2.0. Scope: sporadically availability, 1 - 3 hours/week, more occasionally. You/Expert should be prepared to transfer knowledge in script writing. Knowledge in script writing in script language other than PowerShell should be availabel. For today I would need to know your requirements: i.e. what are the system requirements for starting to write scripts (really from scratch, i.e. a list of requirements) - what data (target system, source systems, base the script shall run on) needs to be made available?? What is the script testing process / what needs to be made available for testing and executing the script (the entire list)
