Insertion of Tags in Azure Resources

I need to extract a .CSV file from an Azure Subscription with the Subscription Name, Resource Name, Resource ID, Resource Type.
Add the Tag Name and Tag Value to this .CSV file
Import the tag names and tag values to the azure resources from this .CSV file using the resource id.
