Developer needed for creating custom utilities for all Windows versions

We would like to have a quote about creating the following utilities (or PowerShell scripts).

PLEASE READ THE ATTACHED PDF FOR MORE PROJECT DETAILS PLEASE POST YOUR FINAL BID. NEGOTIATIONS WILL BE IGNORED!

The developer must submit the utilities to us prior to payment. If they work as expected, we will release the payment.

The developer is allowed to provide a price for each utility separately and get paid for each utility separately as he/she develops the project.

The utilities to be developed are:
Utility (or PowerShell script) that is able to get the web addresses of all browser (focused or non-focused) windows or tabs that are currently open (eg. https://www......)..

Utility (or PowerShell script) that is able to get the source code of a web page displayed in a window or tab of a specific address (eg. https://www......).

Utility (or PowerShell script) that can get the full path of the file currently playing on Windows Media Player and echo it back.

Utility (or PowerShell script) that can get the full path of the file currently playing on VLC and echo it back.

Utility (or PowerShell script) that can get the full path of the file currently playing on Winamp and echo it back.

Utility (or PowerShell script) that can record the audio output of the computer for a predetermined period of time and in a predetermined file format

Utility (or PowerShell script) that can scan a recording and get the sound level (amplitude, dB) every XX milliseconds.
