Azure automation for generating billing reports with analytics

Need an email sent every monthly of azure subscription costs ,and even segregated cost report of each group using subscription based on tags .
Example team=A , team=b are tags on resources , want cost of that as well as total subscription cost along with recommendations .
Can be a powershell or a bash script which calls azure api in the back and generates an email report . I have sendgrid api key to send email ,.
