Press Office Implementation

I need to establish a press office in my organization. It is a very large organization 10k+ employees across the globe. it has all resources, however the press office is very weak and I need to come up with a communication strategy to enhance it. I do not mind to take an already well established press office and use it as how it should be. But I would need a full PowerPoint to make it clearer. (If you choose a a very well established PO that is fine as long as it's strategy and mechanism are in place)
