Application or Powerpoint presentation for Best Man Speech

I would like to hire someone to help me develop a simplistic version of the program shown in the video (link below). Essentially I just need the initial few screens to mimic what was in the video, the rest of it is basically just power point presentation will do. The key is to be able to achieve this while using a PS5 controller (as if playing a game).

This does not need to be a specific application, even with a Power Point presentation that can basically emulate a similar effect will do the job.
