SharePoint DMS and PowerApps Automation

I am rolling out a SharePoint-based document management system and need a specialist who can tighten security, automate movement, and customize roles.
Security & structure
The libraries must enforce role-based access control so that managers, HR, and general staff only see what they should. We will be storing a mix of internal and external documents—policies, procedures, HR files, contracts, and other records—so the information architecture has to reflect that variety.
Automation
Using Power Automate, I want documents to move smoothly through their life cycle: submission, approval, periodic review, and finally automatic archiving. Stakeholders should receive notification alerts at every hand-off. The flows need to be clear, reusable, and fully documented so I can maintain them after go-live.
Deliverables
• SharePoint libraries configured with role-based permissions and appropriate metadata/content types
• Power Automate flows covering approval workflow, scheduled review cycles, archiving, and notifications
• Brief handover session and documentation for all components
