Powerapp for document repository system

I am looking for a developer to create a Powerapp for an internal document repository system. The purpose of the app is to improve internal document workflow. It will not integrate with other systems, and will be accessed only internally by staff. The app must be user-friendly and feature-rich, to enable easier document storage, retrieval and sharing. The ideal developer should have working knowledge of Powerapps, Azure and Office 365. I am open to development suggestions to ensure a robust and efficient application.
