Power portals TMS

There is an existing Portal built with Power Portals (https://powerapps.microsoft.com/en-us/portals/) as part of the Microsoft Power Platform.
I am looking for a professional/Expert than knows what to do and modify it adding new fields in Front End Forms, update notifications sent to predefined users, introduce file exchange capability etc. on demand.
Portal is dedicated to the external users with already provided credentials and serves as Self-Service web from registering Transport orders from/to predefined service providers (Warehouses and Transport companies) and Back End serves for reporting and controlling the data.
