Maintenance Assessment Software - Power Platform

I am the managing director a small sized management consulting firm established in Paris, France
Our customer wants to create a light app to manage maintenance assessments of his plants, with a software based on Power Platform - Power BI - PowerApps. The customer company is a Microsoft tenant - Office 365 environment is deployed across all his facilities.
The low-code functions of PowerApps and Power BI seem to fit well with the design brief for a fast and cost-effective development. Details herewith.
No premium functions should be used, in order to avoid additional PowerApps license fees for end-users within the tenant organization.
We are looking for a freelancer to plan and develop the solution with me and on our behalf. I will manage the projet with the customer from sales to integration and go live with final users.
The freelancer will be chosen based on technical quality and overall cost of his/her proposal.
The deadline for proposals is set Saturday 4th Sept 7 pm GMT+00
