Internal Workflow for Material Transfer through Power Platform

O365 User company, need internal workflow to be designed for material transfer from one location to another with approval and closure. Broad flow of events would be (a) Masters are maintained as a list (b) User A raises request for transfering material 1 (b) Supervisor of user A approves (c) User A enters details of transfer (d) User B at receipient location confirms the receipt of material and enters the document number. Email / Teams notification for events. Reports for monitoring the process.
