Create a flow and associated tasks for Onboarding and Offboarding

The automation is to be used to create the onboarding and the offboarding flow. The system should check if a new starter has been added and respectively complete the onboarding flow. Similarly, the system should check if a person has been offboarded and should complete the offboarding flow.
