Power BI / DAX export needed for Headcount calculations

Looking for a Power BI developer or DAX expert to help create a headcount measure in my report.
I have data by employee ID, which tracks the employee's changes over time (ie department, job etc). Each change has a to and from date.
I need a measure that can count the headcount on any particular date that is selected.
There is also separate table that contains termination data by employee by date (to and from). So the headcount calculation needs to take into account the dates in which the employee was terminated.
The headcount figure will need the option to be filtered by date, department, jobname, job type etc
