Power BI Consultant for Report Conversion

Hello,
I'm looking for a consultant to help me complete my Power BI project. I have been in the process of converting our current reports from SSRS to Power BI. I estimate I'm 80% done with the conversion but need help with the following items:
1) Permissions: we have over 800 users at any given time and they do not have power bi licenses. Our current reporting structure uses a permission table to determine what permissions a user has in reports. Need to discuss how to set up permissions in a similar way in Power BI.
2) Help with setting up Deployment Pipelines and Incremental Refresh
3) Help with Rolling Totals
4) Need someone with extensive knowledge in DAX in order to help with building dynamic reports that are based on table data. For example, I have reports that need to have mixed aggregate values in a matrix. some rows in the matrix need to be a percentage calculation, other rows are a sum, others are a count, etc.
5) Dax help with showing and hiding buttons based on the logged in user permissions.
6) Dax help with hiding columns that are NULL in drill through.
7) Questions and some training on Power BI Service.
