Incentive Policy Visualition

There is a long incentive policy document which has portions relating to several units and channels and roles. The entire policy has to be realigned under relevant headers. Secondly, it should be user specific as only relevant user should see relevant policy which is basically using RLS. Also, there should be a month filter to see the policy which was relevant at that point of time, instead of showing everything. Lastly, if you select a relevant team or channel, you should be able to see the list of policy changes as a one liner on what has changed. Currently, the policy is in excel format which has to be transformed in to a Power BI version.
