Custom Visualization with Writeback Function for PowerBI required -- 2

We have a financial report in PowerBI, which currently loads comments from an external list.
The comments currently needs to be entered separately in another list, and then we have to update the reports for the comments to load in the report.
We would like to have a custom visual that allows designated users to write comments directly in the report itself. The comments will then be written back into the database, and assigned to a particular user role so each report user only sees the comments assigned to them.
