We are seeking an expert Power BI Developer / Architect to design and develop a full suite of 50 highly interactive enterprise dashboards. The entire suite must support seamless, instant toggling between English and Arabic.

Each report must feel native in both languages—titles, labels, tooltips, visual filters, and custom visuals must dynamically respect right-to-left (RTL) layouts when Arabic is selected, while retaining left-to-right (LTR) alignment for English.

Workflow & Timeline (6-Month Total Duration):
This project follows a strict design-first workflow. Bidders must be comfortable working within the following phased schedule:

• Month 1: UI/UX Design & Wireframing Phase
You will create and share UI/UX mockups/wireframes of the layouts for all departments for client review. Technical development will ONLY commence after design layouts are officially approved.

• Months 2-3: Core Development - Batch 1 (HR & Finance)
Data modeling, advanced DAX, and initial bilingual report builds for the first two functional areas.

• Months 4-5: Core Development - Batch 2 (Procurement, Legal & Investment)
Data modeling and report builds for the remaining functional areas.

• Month 6: Testing, Documentation, and Handover
Performance optimization, cross-filtering latency tuning, and final delivery of setup guides and video walkthroughs.

Technical Requirements:
• Data Integration: Anchor source is a central data warehouse, supplemented by additional distinct connections. Connection logic, incremental refresh policies, and Power Query transformations must be clearly documented.
• Visual Behavior: Exceptional performance (cross-filtering under 2 seconds on Power BI Service). Responsive design optimized for both desktop and mobile layouts.
• Advanced Analytics: Advanced DAX measures (YoY, contribution %, dynamic period selections) using clear, standardized naming conventions.

Deliverables:
• 50 PBIX files (or a single, well-organized PBIX containing 50 pages).
• A robust bilingual bookmark, field parameter, or toggle mechanism for language switching.
• Data model (.pbit) complete with relationships, hierarchies, and calculated tables.
• Setup guide outlining gateway requirements, refresh cadence, and Row-Level Security (RLS) roles.
• A short hand-over video walk-through demonstrating key features and architecture.

Acceptance Criteria:
1. Connects to the data warehouse and refreshes seamlessly without error.
2. Displays identical metrics in both languages, respecting RTL/LTR alignment perfectly.
3. Responds to cross-filtering within two seconds on Power BI Service.
4. Passes a rigorous review for DAX accuracy, performance optimization, and naming standards.
