Microsoft Power Platform Referral System

Project Overview
We are seeking an experienced Microsoft Power Platform freelancer to build a referral submission and approval system using Power Apps, SharePoint Lists, and Power Automate.
The system will be used internally by staff to submit referrals, automatically apply business rules, present the correct terms & conditions, and route submissions to managers for approval. Compliance, auditability, and clean logic are critical.
Core Requirements
1. Technology Stack (Mandatory)

Power Automate (approval workflow)
Microsoft 365 tenant access assumed
2. Data Structure
The system uses 8 SharePoint lists (already designed and provided as an Excel template):
StaffDirectory
Roles
Departments
ReferralTypes
ReferralVariants (assisted/unassisted, internal/external, tagged/not tagged)
RoleReferralAllocation
ReferralTerms (versioned terms & conditions)
ReferralSubmissions (system of record)
The freelancer will:
Create SharePoint lists from the provided Excel file
Configure lookup, choice, and person columns correctly
3. Power Apps – Referral Form
Create a Canvas App with the following behaviour:
User Identity
No staff dropdown
Logged-in user resolved automatically using email
User role and manager resolved from StaffDirectory
Cascading Selections
The user experience should guide staff through:
Department
Referral Type
Assisted / Unassisted
Internal / External
Tagged / Not Tagged
Behind the scenes:
These selections must resolve to exactly one valid ReferralVariant
If no valid variant exists → block submission with a clear error
Terms & Conditions
Display terms dynamically based on the resolved ReferralVariant
User must accept terms before submitting
Terms text must be snapshotted into the submission record
Submission
Writes to ReferralSubmissions list
Captures:
ReferralVariant
Terms snapshot
Submitted by
Role at submission
Manager snapshot
Status = Submitted
4. Power Automate – Approval Flow
Create an approval workflow:
Trigger: New item created in ReferralSubmissions
Send approval to manager (resolved from StaffDirectory or snapshot)
Manager can Approve or Reject
On response:
Update Status
Save manager comments
Notify submitter
Auditability and reliability are essential.
