Create Power automate (Flow), see if task was done, send an email when past due

The flow that I need completed from the bidder for this project, is a flow that will check for work completed by the departments (LIST1) at a predetermined frequency using REQUIRED/NOT REQUIRED (LIST2) and to send an email. See the picture for a better explanation. Please be prepared to complete your work using pictures and I will create the flow from that.

For simplicity – This flow will use QUARTERS for the freqency.
