Change Management System on SharePoint

I need a freelancer to design and develop a Change Management system using Microsoft SharePoint and Power Automate.

Essential Requirements:
- Automated email notifications to be sent to team members and stakeholders:
- When a new item is created
- When a change request is approved
- When a change request is rejected
- Status tracking dashboard
- Document version control
